Disable Tool Tips

Start/Run/Regedit

"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced"

Modify or create, "ShowInfoTip" and set the Value to 0. To restore set the Value to 1. This edit excludes the Start Button.

Log off or restart Windows for the changes to take effect.
