Start/Run/Regedit

"HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\ Explorer\Tips".

Data Type: REG_SZ (String Value), Value Data: Tip Text. Create a new string valued named by incrementing the existing value names and set it to the required tip text.

Exit your registry, reboot your computer.
